Minutes of the Parish Council meeting held in the Parish Council Chamber, Village Hall, Pepper Street, Lymm on Tuesday 11 November 2008 at 7.30 pm ______________________________________________________________________________

79. Code of Conduct
Members were reminded of their responsibility to declare any personal interest or prejudicial interest that they may have in any item of business on the agenda no later than when the item is reached. No declarations of interest were made at the beginning of the meeting.
80. Minutes
RESOLVED : That the minutes of the Parish Council meeting held on 14 October 2008 be signed as a correct record.
81. Proceedings of the Committees of the Council
1. Planning and Development Committee on 14 October 2008 2. Plans Sub – Committee on 3 November 2008 3. Meeting with Lymm Rugby Club on 21 October 2008
RESOLVED : That such of the proceedings of these committees as require the confirmation and adoption of the Council be confirmed and adopted.
82. Locally Listed Buildings
Standing Orders were suspended for Christine Carruthers, Warrington Borough Council to speak about a research project she is undertaking on Locally Listed Buildngs. Mrs Carruthers explained that she was seeking the views of Parish Councillors about Locally Listed Buildings. Buildings that are included on the Local List received no protection under planning procedures. Mrs Carruthers asked if the Parish Councillors could fill in a questionnaire about Locally Listed Buildings to assist in her research.
83. Police Community Support Officers
PCSO Brendan Glover said that the Police had recently confiscated a sizeable quantity of alcohol from youths in the Ridgway Grundy Park. PCSO Glover said that the Lymm Police Station was open every Tuesday afternoon. The telephone number for the Police Station is 01244 61266. To report non emergency incidents the contact telephone number is 0845 458 0000. Mr Kerfoot said that he was working with the Police on the road closures for Dickensian Day. Standing Orders were re-instated
84. Matters Arising
1. LPC 71.2. Parish Council Website. Cllr Barr said that he and the Clerk were looking at various website designers to assess the best one to set up a Lymm Parish Council website. Cllr Barr recommended that the Parish Council’s website be named lymmparishcouncil.gov.uk.
2. LPC 36.1. Setts Outside Sextons Bakery. Mrs Dobson had contacted the Clerk to say that the setts had not yet been re-laid outside Sexton’s and she had been told this would be done within six months of United Utilities undertaking the work.
RESOLVED : A letter be sent to Warrington Borough Council asking when the setts would be re-instated.
3. LPC 71.5. Meeting About the New Standards Regime. The Clerk had attended a meeting at Warrington Borough Council about the new Standards Regime. During the meeting the completion of the Registration of Interest forms had been discussed. The Clerk now has some guidance on the completion of these forms.
4. LPC 71.6. Examination of the Parish Council Accounts. Cllr Openshaw had examined the Parish Council accounts and forwarded a report of his findings.
RESOLVED : The Parish Council accepts the recommendations made by Cllr Openshaw for the Parish Council accounting system.
85. Chairman's Communications
1. The Chairman thanked everyone who had attended her Civic Service.
2. The Chairman thanked all those who had attended the Remembrance Day Service on Sunday when there had been many younger people in the congregation.
3. The Chairman had received a letter from Peter Birchall, Lymm Twin Towns Society, advising that the visitors from Meung-Sur-Loire would be in Lymm between 20 and 24 May 2009 and asking if the Parish Council could give a grant towards the costs of entertaining the visitors.
4. The Chairman said that it had been suggested that an ideal site for a new notice board would be at the bottom of the steps from the Pepper Street Car Park.
5. RESOLVED : The Clerk to discuss erecting a notice board at this location with Warrington Borough Council
6. The Chairman had received an e-mail about the padlock at Sowbrook Allotments which was jammed in the locked position.
RESOLVED : The padlock be removed from the gate at Sowbrook Allotments.
7. The Chairman asked if Cllr Marks had been able to have a question about the use of the Rugby Club Park included in the survey of car parking. Cllr Marks said that he had asked David Boyer to have such a question included in the survey so that the potential use of the Rugby Club Car Park could be established.
86. Clerk's Communications
1. Carols at The Cross takes place on Christmas Eve between 7 p.m and 8 p.m. Members of the Parish Council are needed to hand out the carol booklets and collect them in at the end of the event.
2. An e mail has been received from Phil Sexton advising that a blog and forum had been set up by the Lymm Traders. They would like to have a copy of the Parish Council minutes within the forum and hope that the Parish Councillors will contribute to the forum. It would also be possible to publicise Parish Council events.
RESOLVED : A copy of the Parish Council minutes be provided each month to the Lymm Traders forum
3. Village Hall Playgroup would like to have an outdoor play area at the front of the Village Hall and would welcome the opportunity to give a short presentation of these ideas to the December Parish Council meeting.
RESOLVED : The Village Hall Playgroup Committee be invited to give a presentation at the December Parish Council meeting.
4. Inspector Sarah Edgar has asked if any members of the Parish Council would like to attend a Counter Terrorism presentation on 24 November 2008 at 10.30 a.m in the Masonic Hall, Warrington. Another briefing could be arranged for an evening in January.
5. Members of the Parish Council have been invited to various meetings in November at Manchester Airport . The meetings will include presentations and information on a number of technical, environmental and social topics.
6. Members of the Parish Council are invited to a Food and Craft Fair at Manchester Airport Station on 5 December 2008 between 11.00 and 15.30 hrs.
7. A letter has been received from Hope House Hospice asking if the Parish Council could give a grant to the Hospice.
RESOLVED : Under the provisions of Section 137 of the Local Government Act 1972 Lymm Parish Council to make a grant of £100 to Hope House Hospice.
8. A letters of thanks for grant aid has been received from Warrington Disability Partnership
9. Information has been received from the CPRE about its anti-litter campaign.
10. Warrington South Neighbourhood Policing Unit’s Newsletter October 2008 has been distributed to all members of the Parish Council
11. The Clerk has Countryside Voice Autumn 2008 and a consultation document about Communities in Control
87. Annual Return for Year Ended 31 March 2008
The Clerk said that the Annual Return for the year ended 31 March 2008 had been approved by the external auditor and copied to all members of the Parish Council.
88. Model Publication Scheme
The Clerk advised that the Parish Council must adopt a new publication scheme before 1 January 2009. The Parish Council could either adopt the Model Publication Scheme prepared and approved by the Information Commissioner or prepare its own scheme.

89. Reports From Outside Bodies
1. Cllr Griffiths said that he had been asked if a bicycle rack could be provided near the Village Hall
RESOLVED : Warrington Borough Council be asked to provide a bicycle rack near the Village Hall
2. Cllr Griffiths said he had been asked why there was not a 20 mph speed limit at the top end of Pepper Street.
3. Cllr Mrs Gaster said that members of Churches Together had planted 500 daffodil bulbs, provided by the Parish Council, in Slitten Gorge.
4. Cllr Marks said that there would be a presentation about Neighbourhood Working at 6 p.m on 19 November 2008 in the Village Hall, Lymm
5. Cllr Mrs Marks said that she had attended a Warrington CAB meeting and reported that there were many people coming to the CAB for advice about their debt problems.
90. Schedule of Accounts for Payment
RESOLVED : That the schedule of accounts for payment in October 2008 in the sum of £11436.92 be passed for payment.
91. Date of Next Parish Council Meeting
Tuesday 9 December 2008 in the Parish Council Chamber, Village Hall, Pepper Street, Lymm at 7.30pm. The Christmas decorations to be put up in the Village Hall on 7 December 2008 at 11 a.m.
92. Public Open Forum
1. Sean Kerfoot said that he had submitted the application for the road closures for Dickensian Day. He had also been making enquiries about renting a garage for the storage of equipment used by the Festivities Group.
